WORK AND OBJECTIVES OF THE DIRECTORATE OF ENVIRONMENT AND CLIMATE CHANGE

  • Environment Department mandate is to deal with compliance of Environment (Protection)  Act, 1986 /Rules, 1986& all the other rules formed under the act, specially Bio-Medical Waste Management Rules,2016, Solid Waste Management Rules, 2016, Plastic Waste Management Rules 2016, e-waste (Management) Rules, 2016, Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016,Construction and Demolition Waste Management Rules, 2016.
  • DoECC will fulfill the need of a dedicated government level organization for assessment/ study of implications of environmental impacts brought forward by the RSPCB, Biodiversity Board, Scientific Institutions, other government bodies, academic/ R & D institutions & civil society & select technologies & processes relevant for addressing environmental concerns. This would facilitate deployment & allocation of resources to specific areas for specific interventions for environmental conservation.
  • The Directorate would exercise administrative control of all existing environmentally related institutes & also which are being established & would be established in the state.
  • The Directorate will conduct environmental appraisal at planning level related to developmental schemes, formulate & execute schemes, plans, programmes for environmental conservation. It would scrutinize the environment related proposals prepared by other government agencies & Non-Government organizations. 
  • The Directorate would take up & implement & monitor State level Environmental Development Programmes incollaboration with the concerned agencies in field. It will also implement State Level Development Programmes (Plan, Non Plan, Externally Aided, Centrally Sponsored Schemes etc) & Central aided schemes & programs.
  • The Directorate will be primarily responsible for assessment of environment trends in the state, analysis of the need of government intervention for protecting & improving the environment through appropriate programmes & policies. It will render policy advice to the government on administration, economic, fiscal & market related governance mechanisms. 
  • The Directorate will work as the administrative & management focal point for autonomous institutions which are to be set up in future such as Wetland Authority, National Environment Tribunal, State Environment Protection Authority etc. 
  • The Directorate will be the nodal agency to co-ordinate with the line departments for implementation of the Acts & Waste Management Rules & will facilitate their linkages with environment technology providers, awareness generation, & civil society for environmentally sensitive decentralized planning & implementation. 
  • The Directorate will implement the National Action Plan on Climate Change. 
  • Different environment related projects, schemes supported & sanctioned by Govt. of India being implemented by various Departments & Organizations will be coordinated by the Directorate.
  • Directorate will investigate & take appropriate action on complaints related to Environment (Protection) Act, 1986.
